The discount feature is what you want to use.
If you want to swap the orders of the prices displayed, you can either use CSS or a view override to change that:

If you enter a flat amount, you can have the flat amount displayed. If you enter a percentage, you can have that percentage displayed.
This can be changed with the "Show discounted price" setting of the HikaShop configuration.
However, if you want always the discounted amount even if you enter a percentage, that would require some modifications in the file "listing_price" of the view "product" via the menu Display>Views.

Changing that is indeed easy. Just change the option "Show discounted price" of the HikaShop configuration to "Display the price before the discount is applied" and it will display like you want.
