[SOLVED] Selecting a pick-up location during check-out

We are trying to find a solution for the following:

There is a webshop that sells frozen food.
The sold products are shipped overnight to a drop-off/pick up point, somewehere in the customers area.

We are looking for the following option:
The customer can choose, with a select field/dropdown, during the check-out process, for the location where the products can be picked up.

There are 130 pick-up locations.
To add these all as shipping methods would make that list far too long
So we need a selection-field with these options
preferable a multiple-dropdown-select field in which a customer first chooses the province and then the city

I have solved the problem using custom fields and zones
It solves the problem, but It could be done better, I feel.
