You could use the shipping methods or payment methods (either one or the other) "maximum price" and "zone" restrictions for this:
- create a "shipping" or "payment" zone with all the other countries besides Switzerland in it as sub zones.
- duplicate your shipping or payment methods
- in one set of your shipping or payment methods, select the Switzerland country zone, and set the "maximum price" you want
- in the other set of your shipping or payment methods, select the new zone you created in the first step
