Papal Error - Things don't appear to be working at the moment. Please try again

All of a sudden, I'm getting this error on all my sites. Everything was working fine, and now all of a sudden at checkout when redirected to paypal, this is the error. Any ideas?

hmmmm.....maybe this was a paypal issue? All sites are back up and seem to be working.
