Category display

One more issue here.
When i click a product category through menu on left, i see 21 products per page. When i click a product category through the category option i see 20 products per page. again the same problem with the product layout. I see 20 products instead of 21 that i need. Although i changed from the current module on the left from "Display->Content modules" to show 21 products.
What else shoul i do?

i work it on localhost
