Updating the option - Only display categories with products

Debuging this - print_r($this->params->get('only_if_products',0)); always prints 1. Regardless of the option being yes or no...

Sorry for the delay ....

The first Image shows the option – display categories with products – turned off. However on the frontend, only categories with products are still being displayed –

Its supposed to show 20 brands per page.. but showing only those with products.

The last image shows the listing_div layout which has no overrides set on the chosen template. So I wonder why this is happening. I could comment out the conditional statement but would like for my client to be able to turn this setting off or on.
