Without more details about the configuration of your menu/module it will be difficult to say.
But it looks like you have a configured based on "group by category" with a non compatible sorting key/

That's normal. You've configured the listing to display only 6 elements by page and you're basing the ordering of the products on the "order" you set for each in their categories.
So the system will first load the products with "1" as ordering in their categories, then "2", then "3", etc
and limit itself to the 6 first and then group those 6 products per category.
I would recommend increasing the amount of products per row/column in order to englob all the pages of the pagination and it will display like what you want.
