Yes. It's possible.
You could create two manual shipping methods, one at 1.6€ with a maximum volume of 0.5 and one at 5€ with a minimum volume of 0.5
Then, in your cup products, set the dimensions to 1*1*1 and leave the dimensions empty for the sticker products.
That way, on the checkout, when you only have sticker products in the cart, the volume will be 0 and only the 1.6€ fee will appear, when you only have cup products in the cart or if you have sticker and cup products in the cart, the volume will be 1 and only the 5€ fee will appear.
