If the shipping address is not asked, then the problem has nothing to do with shipping methods.
It means that HikaShop decided shipping is not necessary for the current situation.
It's likely the "Force shipping for virtual / weightless items" setting is turned off in the HikaShop configuration and your products don't have a weight:

Thus, the products are categorized as "virtual products", which don't need shipping.
Please check on that.
