Shipping method restrictions by country

I am using the Hikashop manual shipping plugin to create a shipping method. I want this method to be available only in Hungary in the checkout.

But even though I set Hungary in the restrictions, the shipping method is blocked for all countries and Hungary.

I would like to add that this is a multilingual webshop, Hungarian, English, German.

Where am I making a mistake?
