How to use shipping address instead of billing to calculate sales taxes

Novice user here, trying to fix a hikashop configuration setup by someone else.

We need to charge sales tax on orders shipping to California. Currently, the setup charges sales tax on the product based on the billing address, but taxes the cost of shipping based on the address. I need to have have both calculated off of the shipping address only.

I've read through the zone setup and your other documentation on taxes, but can't seem to find out where the billing/shipping selection occurs.
