It's a problem of access rights. You should fix the permissions of the folder media/com_hikashop/upload so that Joomla can write files in it.

i made full write permission still same error....

If php says it can't write the file, it's because the permissions don't allow it to... file_get_contents is not lying :)
If you can't fix your permissions issue, you should ask your hosting company for help about that problem. They should be able to fix it.
