Error while sending XML to UPS. Error 10002, docum

I have a customer desperately trying to order a product. He got an error reading "Error while sending XML to UPS. Error 10002, document not valid." I don't have an account w/ UPS as products will be counter shipped. What am I doing wrong?

UPS does not allow to calculate shipping fees without a UPS shipper account. That's why UPS returns you that error.
