Complex Shop Questions

So I am making a store for a customer, Hika shop was suggested by a friend as a super versatile way to do the complex stuff she needs.

First She has 100 locations that she wants to be able to order their work uniforms for. So she wants them to be able to come to the website and order for their location their own uniforms.

I broke the locations into categories and it kind of works that way.

She also wants to pay a bill every two week instead of every order. Her vendor is willing to do this but I am not sure how to go about it in the shop.

She also wants the locations cost center number in the subject of each email invoice

She also wants to be able to search for a location instead of having to scroll through a 100 category list.

And the last thing she needs is she wants all orders to default ship to their location and give the option to ship to an employees home address. I think this is where the category gets me is that how could i seperate the 100 stores locations for shipping is their another way?

I am also willing to pay for an upgrade to make these options available.
