Problem with Tax

Hi, I have one tax setting, for the state of North Carolina, 7.25%. The problem is that this tax is ON by default, until you change to any other state. I have tried so hard to make the opposite. Can I turn Tax OFF unless someone selects they are from North Carolina, then the 7.25% is applied?

How can this be configured? I can't figure it out.

You have to edit the tax rules via the menu System > Tax and select a zone for the 7.25% tax.
Just select the zone "North Carolina", by this way the tax will be applied only to this state.

If it's always displayed, that's probably because your default tax zone is "North Carolina", so you have to change the value of the default tax zone in your configuration (Config > Main > Taxes).
