Tax Question:Is it possible to customize checkout?

Is it possible to show an updated version of the cart once the customer Address has been entered? Ideally, what I'd like to do is have it display the cart a 2nd time with full price of items in the cart + tax if the users Zone matches the tax zone, but because the address only gets entered in the checkout process, I can't find a practical way to do what I need.

It will require some PHP knowledge and the edition of the view "checkout / cart".
In that view, check the customer address, if it's set so you can display more elements, else display the normal cart.

I don't mind editing the PHP, but not sure which line to look for or which file I should be looking at...

The view to edit is "checkout / cart" from the menu Display > Views.
The lines to edit depends on what you really need, I think that you will have to add many if conditions to display/hide some elements.
