Blocking overseas sales

Because our products are large and too costly to ship overseas, I want to block all overseas sales. I have left unpublished all countries but the UK, but this has had no effect and the sale went through to paypal, where the currency filter failed because it came from a credit card, which converts before it hits paypal apparently. Can anyone help?

Thank you very much for this - I have done it, but my trial order from the US still goes through to paypal. Should I be asking for the country/address first somehow?

Indeed, the country restriction is made based on the address given by the used.
So you have to ask for the country of your customer during the checkout. Which registration method are you using?
It should ask for a country by default.

That seems to be our problem - we are not using one. We don't want to put customers off by asking them for lots of info, so we send them straight to paypal. However, when they pay by credit card it converts to sterling and therefore misses the paypal filter for foreign currencies. I will try changing it.
