Credit card entry visible unlogged users

Two Issues

1. Credit card info is on the same screen as the Login - Register screen and client want it to be on next screen of the checkout process.

2. Non logged in users can see cart or products other have selected when they go to your cart without selecting any products. How come cookies aren't keeping track of just what that user has selected or not.
