Stuck in address/terms & conditions checkout loop

I've set up checkout for users to buy without registering/login, so:
Login = No
Display method for registration = All in one page
Registration = Guest
Display email confirmation field = Yes

My Checkout workflow is: (Cart - Coupon - Shipping) - (Address - Terms and Conditions) - (Payment) - (Status)
However, when I try and buy something, I get stuck in a loop between the Address/Terms and Conditions/ and Payment. There's no option to enter an address. Tried a couple of things to sort it out, but can't get any further with it. Payment system is in demo mode, so please try it.
We're also developing a plugin to 'Pay by Interest-free credit', which involves a lengthy form, but I'm assured by the developer for this that nothing they've done has caused this problem. Any ideas?

I think that you should add your "login" action into the first step of your checkout workflow ("Hikashop->System->Configuration->Checkout"), also your "address" action should be at least on the same step or before your "shipping" action.
