Coupon code at checkout is submitting order

I am seeing an odd issue where adding a coupon at checkout is triggering the submission of the order. It is not refreshing the page and applying the coupon. The is validated by two things:

First, if I try to add a coupon that I know works, the checkout page refreshes, and I have the text "Please fill your credit card information" at the top of the page.

Second, if I put in my credit card information then enter the coupon and press the add button, the order is actually submitted.

Anyone ever see this issue before? Any ideas on how to fix it?
