problem with tax calculation

When get to checkout tax is being calculated from shipping total and not the product total. Please advise.

You can look at the options for the tax calculation in System>Configuration>Main>Taxes
If you don't want the taxes to be applied on the shipping, just edit your shipping method and set no tax category.

Try what you suggested and the tax total in the check out went away altogether. I have set a tax category for sales tax, set the rate at 6%, but when displaying totals at checkout nothing is there. I must be doing something wrong, please advise. Thank you.
