Crash using USPS shipping module with PayPal

I disabled the paypal express module and that error went away.. I guess it was trying to use the module, even though I never configured the plugin for it.

Hi,

I don't see any specific problem in line 328 of the plugin "paypal express".
Can you please :
- Redownload HikaShop starter 2.3.0
- Re-test it
- Indicate the line content of the error indicated in the notice (line 328 or maybe a new line number after install the latest 2.3.0 package).

There's a NULL pointer issue. If you enable PayPal express, but then don't actually add a plugin instance, then the plugin params are null and the second half of the if statement on 328 and 330 causes the error.
