No "Check Out" Button

I'm not getting a button at the bottom of the page other than "Continue Shopping." I have no shipping method set at the moment, because the client wants to manually ship his goods. What I've been trying to do is set up a test order to make sure that it processes the credit card information, but it's difficult without a button to finish it. Help
