T&C not displayed, always staying on same step

Hi,

during the checkout process (which is working), the T&C's cannot be displayed.
It's browser and template independent.
The link which is assigned to the text is http://xxxx/index.php/warenkorb/checkout/task-step/step-3#
so always the same page as the process is currently on.

the problem is simple - there is a checkbox on the checkout to "accept t&c's" and the link to READ THEM.
If you click on the link to READ THEM, then nothing happens!! In earlier versions of Hikashop, there was the popup displaying the document!
