Attached files not being emailed

We created a custom form item which allows the customer to upload their lgoo when paying for sponsorship.
At the end of the form we have an upload that works and it dumps the files here.

File uploads fine to he folder it is supposed to but I was hoping it would attach to the admin email that goes to the shop owner/admin.
We have a users who are very computer "simple"and need the file uploaded during address fill out be emailed to them. They can only see or download a jpg from backend invoice detail.
I realize now that right clicking on the title of image in the backend will download. That is good.

Hi,

Although the file is not attached to the order admin notifiation, a link to the file is included in it. If you click on that link, you can download the file directly.

Yeah I see that. I was just hoping we might have it include in the email. I realize this is best for email reasons and file sizes.
Also the fact that we have to modify the ini for file upload limits can be tricky with some providers. is there away to control that limit within HIKA yet?

The file upload limit cannot be controlled in PHP. So it's not possible to provide for such possibility in a PHP shopping cart system.
