Shipping Same Address Checkbox not appearing

Hello,

In the Checkout configuration, we have "Show shipping 'same address' checkbox" set to Yes, but it is not displaying. All of the products in this category have a weight set, and "Force a menu on the checkout" is set to None - when it is set to a menu item, the Next buttons need to be clicked more than once, so changing that is not an option. Address is setup in Checkout workflow as well.

Please advise as to how to have the "Show shipping 'same address' checkbox" appear.
