Add extra cost on bank tranfer from abroad?-SOLVED

Hi,
I would like to setup an extra cost to be added for people who choose the bank transfer option and they are from all contries but one.
When someone chooses a banktransfer from the local contry there will be no extra charge, but an extra fee to be added when someone from another country wants to pay with bank transfer. (this is for extra fees)

How do I go about setting this up?

under System>Payment methods, there is this "HikaShop bank transfer payment plugin" which I cannot dublicate.

So there is no way to do this. Cannot charge differently based on location, and there is no other way to go around this?

just one more quick question. Where do we edit the Payment method description?

Via System > Payment method edit the desired payment method and replace the content of the description part.

Hi, I've looked there before. That is the wierd thing.
It doesn't allow me to edit this description and there is nothing there.
Look at the tabs with the flags added by falang.

In the falang translation, the description in english is there, but cannot be edited. Only the translation can be added.
