List of products on checkout

When the cart is empty, checkout displays all the products in the catalogue - is this supposed to happen?

No.
When the cart is empty, the user is redirected to a product listing page by default (with a message that the cart is empty).
It's not the checkout, it's not the url of the checkout ; the user is redirected.
