Custom message on top of page?

Is it possible to put a customized message at the very top of the page where customers checkout?

The page where they either are checking out as guests or....logging in as users to make the purchase?

Maybe my customers are dense, but many are confused about checking out as a guest or logging in.

I would like to (only on that page) put a message at the top that spans the entire page with some quick instructions.

Is that possible?
