Unable to configure payment methods

'No payment methods found'

Hello,
I have noticed when you put 1 product into the the shopping cart everything seems fine but when I add 2 products to the cart it removes the payment method and comes up with a message -
'Please configure your payment methods'
'No payment methods found'

Even if I login I am unable to carry through to paypal.
