Is it possible to carry out such a promotion. that when someone buys a product, such as a television new products will be 25% cheaper? If possible I ask for a hint of how to do it.

I would like to make promotion that if someone buys one product (in one order) then additional products will be e.g. 25% cheaper.
For instance, within a few days someone wants to buy the product again, and it will be similar that the price for one item will be normal, but when you decide to buy more than one the rest of them will be 25% cheaper, but the main or first product is to be with the normal price.

Is it possible to implement it with above scenario?

This don't seem to be possible by default in HikaShop, it will require a custom plugin.
