Selecting Stat when shipping to other than Billing

Hi, i ran into a problem today when a customer emailed us saying they are unable to select a different state when trying to add a new ship to address on the checkout page.

I made a test user and tried it out and i only have one option where for state which is New York i tried looking at the variois settings to figure out what the problem is but i came up with nothing.
I was able to make a custom field for now so they can manually type in the state, however that field does not display on the final page last page before they hit checkout so even though it's there it will seem to the customer that the state is still missing from the address.

Do you have edited the zones via the menu System > Zones ?
Are all the states enabled for the US ?
