Yes, that's possible. You can create a menu item of the type products listing via the Joomla modules manager configured to display all your products (with the sub elements filter setting set to all sub elements).
Then, you can just activate the "discount only" setting of the menu item and that will filter out all the products without a discount leaving only the products with a discount in the listing of that menu item.
