Delivery conditions do not apply to country of destination any more

Could be it was a mistake, I added this into an old posting. Sorry for that.
The system does not choose anymore the shipping zone with regard to the delivery address. I mean, it worked, but now not anymore. I was confused and deleted all shipping methods for other countries and I configured them as on picture. But this did not work. The clients' delivery address was registered separately from the order.

Now I tried it with a different older clients' address. Also, with older addresses it does not work anymore.
So there must be something wrong in my configuration?
I hope it is only a mistake in my configuration ...
Or maybe it happened since the last update we got during the last days? It seems that the problem started around year change.
Desperately tried setting override tax zone Germany but does not change the habit.

I think I found it. I now gave every delivery condition an explicit tax zone. Now the delivery condition with no tax zone does not override anymore the correct country configuration for delivery condition.Sorry for bothering you.
