Cart Fee plugin

I'm looking at how best to add Packing and Handling Fees to be added in addition to the AustPost fees.

Challenge is that we have items between 500g and 12.5kg so the P&HF costs between the two are considerable.
We are looking to have a set of rules that work for both individual items and across combinations of orders

So if a 500g item is purchased one fee applies and if it is added to the 12.5kg order that fee would be waved, and the 12.5kg fee would apply. Same would apply if say 3 of the 700g items, so one fee would apply rather than 3 of the individual fee.

I see the Cart Fee plugin in the Market Place and seeking further insights as to whether that Plugin is able to achieve what we're seeking?
