Approved transaction even if Paypal Doesn't go through

-- HikaShop version -- : 4.0.3
-- Joomla version -- : 3.9.6
-- PHP version -- : 7

I feel as though I am missing something. When I test a transaction it will approve the transaction even if the paypal payment fails or is exited. I feel like there's a setting I am missing some where. Can anyone confirm?
