The "Pay in 4" feature of PayPal changes for each country. In the USA, it is "Pay in 4", so the payment is split in 4 payment installments. In France, it is called "Paiement en 4x" and in does the same as the US version.
In Germany, I'm not sure.
In Australia, Canada, France, Germany, Spain, the Netherlands and UK, you get "Pay later". So the payment happens after the delivery. So yes, you can get the Pay later button.
To get this, you need to be using the "PayPal Checkout" payment method and have checked the "Pay later" checkbox of the "enable funding" setting.
The button will vary automatically based on the country of the customer. And the button might not be available if PayPal's algorithm decides it can't provide that capability for the current user / amount / current merchant. What criteria is used is not know outside PayPal.
The list of the countries and names is not exhaustive because it would take too much space and they'll probably continue on adding new countries in the future.
