Create a field problem

-- url of the page with the problem -- : www.fershop.it
-- HikaShop version -- : 2.3.0 Business

-- Error-message(debug-mod must be tuned on) -- : Error_message

in Back end when i try to create an address field , the form not show me the "country filter " ..
i've tried with another browser but nothing happens
in previous version it worked ...

i've added two "stamp screen" of Internet Explorer Console Debug ... console show me this error for javascript :

'hikashopLoadParent' is not definited ..
