PRODUCT ITEM DESCRIPTION NOT DISPLAYING PROPERLY

I also need to tell you that "Latest" is not an HikaShop version number.

Now, about your question(s) :
In the product page, the product description is displayed by default except if you edit/override the view and remove the code to display the product description. On that case the best will be to read the original code or read the code of the product page layout which is not overridden (default / reverse / tabular)

In a product listing, you can also select the type of layout ; use a "image and title" layout or a more complete one like "image and description".
