Can l achieve the display on the following website:jumia.co.ke with hikashop starter? if yes how can l do it?

Hi,

In HikaShop starter you do not have access to the "filters", so you cannot have the exact same website than the one you mentioned.
Otherwise, HikaShop starter allow you to create a full working e-commerce website ; it provides the basic features and a lot of payment/shipping plugins.
For sure the commercial editions of HikaShop propose more advanced features like custom field, filters, email edition, customized reports ; These feature allow to go further with an e-commerce website.
