Exaclty where add tax rate?

But it seems impossible to find that toolbar. I'm exploring Hikashop for 2 hours there is nothing


There is no any Hikashop---System---Taxes but only Hikashop--System--VAT

There are buttons across the top to manage tax categories and tax rates.
In Hikashop admin, click System and select "Taxes" - the buttons are across the top above the Hikashop menu.
