tax calculated over total order incl schipping

Hi i have an issue with the tax I can set tax on shiping but its calculated speratly i like to calculate tax on the total of the order now its:
subtotal 13,61 €
schiping 1,76 €
tax 2,36 €
Totaal 15,37 €

But the tax is not run over the schiping only subtotal
when i activate tax on shiping it show schiping already included with tax.

I like to see it:
product 13,61
schiping 1,76
total without tax: 15.37
total: 18.60

I understand the problem i have though its calculated differently.
I would like the tax to be applied to the subtotal incl schipping cost now the tax is calculated over the shipping and the subtotal.
