Div columns don't work

-- Browser(s) name and version -- : All
-- Error-message(debug-mod must be tuned on) -- : None

Hi,
We are updating educationlaw.org. Most of the new layout functions work except for div columns. No matter how many columns I toggle to, only only one displays. I'm pretty sure it's not my bad. Could someone possible take a quick look?
